The Board took the following action:
INSTRUCTION AND CO-CURRICULAR
1. Approved the following substitutes (pending completion of all state and district requirements):

3. Approved the request of Jennifer Seibert for childrearing leave commencing approximately December 8, 2002, and concluding with the first day of the second semester of the 2002-2003 school year.
4. Accepted the resignation request of Edward Felty, middle school math teacher, effective October 18, 2002.
5. Appointed the following personnel to assume coaching positions for the 2002-2003 school year pending completion of state and district requirements:

8. Approved a list of persons as recommended for change or exemption from payment of current/delinquent occupation taxes.
9. Approved a list of budget transfers to close out the 2001-2002 school year.
10. Approved the June 30, 2002, audit report by Boyer & Ritter, Certified Public Accountants.D. POLICY (Nelson Heagy)
11. Approved the second reading of the following new Board Policies:
A. Title: Virtual (On-Line) Education; and
B. Title: English as a Second Language/Bilingual Program

12. Appointed Henry Berger as the district's representative to the Lebanon County Technical School Authority Board for a term commencing January 1, 2003, and continuing through January 1, 2007.

1. Ruth Beachler was honored by the Pennsylvania School Boards Association for her long term service as a Board
member of the Annville-Cleona School District. Mrs. Beachler has served as a Board member for 15 years.
2. The Pennsylvania School Boards Association has launched a Public Outreach Campaign to increase the public's
awareness of the value of public schools in today's marketplace and the role local boards of education have in
the process of achieving quality education.
3. There have always been many "stars" at Annville-Cleona School District. The most recent stars are members of
Mrs. Eschenmann's 6th grade. The students had their poetry published in the Spring 2002 edition of
A Celebration of Young Poets. In addition, due to the large number of entries accepted for publication, Annville
Elementary School was named as a Spring 2002 Poetic Achievement Honor School.
4. Board members received "Annville-Cleona Dutchmen Pride" pins which were also give to all staff prior to the
Homecoming Tailgating Party. The party involved all staff members including teachers, support staff, transportation and cafeteria staffs.
5. Lisa Brown reviewed PSSA and Stanford test results recently received. She pointed out that in all areas A-C
students met or exceeded state averages.
6. As part of the district's goal to improve reading performance, students in grades K-3 received DIBELS assessments. The assessments were administered by the reading staff, psychologists, and special education
staff. Results were analyzed in order to determine specific reading needs of students.
7. Some of the professional staff are participating in an after school book discussion group. The group provides
an opportunity to read about current trends in education as well as share ideas for classroom activities.
8. Reading is also a focus of the middle school staff. In addition, middle school students are being offered a math
extensions opportunity. The highest performing math students receive a math/science experience, while the
average and below average students receive an opportunity to get reinforcement in areas for which they need
additional help.
9. A teacher inservice day was held on October 14. The day started with a videotape supporting the need to be
"customer-focused" at work and sharing a positive attitude with students, parents, and colleagues. Breakout
session were then held with K-1 staff focusing on phonemic awareness; grade 2-3 teachers focusing on
word study/phonics and use of small groups for reading; grade 4-8 staff focusing on vocabulary instruction, and
the high school teachers focusing on the creation/sharing of instructional materials.
10. The Board received a booklet entitled "Pennsylvania School Finance Primer" from the Education Policy and
Leadership Center, an independent, non-partisan and not-for-profit organization based in Harrisburg. The
primer explains how Pennsylvania funds its public school system with emphasis on state and local financing.

11. Of the 784 students enrolled at the secondary school, 222 (or 28% of the student body) are carried on the athletic eligibility lists. This equates to 1 out of every 4 students in grades 7 through 12 being involved in some type of
athletic activity.
12. The Junior Honor Society held its induction ceremony on September 28. Their project this year will be to support
the Heifer Project. This project involves donating a heifer to a family in an underdeveloped country who will use
the milk to help their family. They, in turn, donate the offspring to other needy families to keep the cycle of
help going.
13. Mrs. Bass hosted a lunch social for the 28 new high school students. The students were welcomed to Annville-
Cleona School District with good food and conversation.
14. The Beth Israel Temple is purchasing 160 tickets for admission to the Holocaust Museum in order for the entire
8th grade class to travel to the museum on March 12.
15. At the elementary level, the PTO completed its annual fund raiser. In addition the Adult Volunteer Program
is underway in all elementary buildings. The Homework Club has also started for grades 4, 5, and 6 at the
Annville Elementary School on Tuesday, Wednesday, and Thursday from 8:00-8:50 a.m. The elementary intramural program has also started with 29% of students in grades 5 and 6 participating in September in soccer,
football,and field hockey activities.
16. The district will be required to establish an Integrated Pest Management Plan Policy. Dr. Zehner handed out a
proposed policy for Board members to review prior to the November work session scheduled for November 12.
